I am getting "an exception OE has occurred at 0028:C0031238 in Vx
D---. This was called from 0028:C002F9DD in VxD. How can I fix this? I
have done a thorough Scandisk & Disk Defrag already.

The error message suggests that an error is related to a "driver" or
"adapter" -- which is a program that enables Windows to interface with
a hardware component. If you recently installed a new hardware
component, then maybe you install the wrong driver for it. Or maybe
one of the drivers that you have been using for some time has been
damaged. Or maybe a hardware component has developed a defect that is
causing it to operate incorrectly.

I would start by reviewing what I have added over the last few weeks,
and uninstalling anything that is fairly new.
