I've was having the same problem until I noticed a message in a 'Dr. Watson'
crash report that said, "If the taskbar is behaving strangely, try exiting
IEMsgSvr Module. Module name: OTMS.EXE." I found the executable in a
folder named 'media' that had been added to C:\program files\common files.
Probably by the game I tried to download (Santa's revenge). BTW it didn't
install the game, my PC crashed and I had to restart.

Anyway, I ran MSCONFIG and found something called 'pmedia' had been added to
the startup tab. I disabled it, rebooted and the taskbar and Start button
returned to normal. Then I ran the 'uninstall' program in that 'media'
folder I mentioned above.

So far everything is as normal as Windoze can be.

Hope this helps,

Carlos
