How to program the IR transceiver

Does anybody know how to set the infrared carrier frequency (not the serial
baud rate) of a handheld IR-transceiver?
Is there a vendor independet way to do so (maybe via DeviceIOControl)?

Some Irda compliant IR traceivers support a "Consomer IR Mode". You just have
to activate this mode and to set the correct carrier frequency. Is there any
support for this in the Windows CE SDK?

I´m glad for any information I can get.
