internet explorer question

The Internet Explorer (version 5) on a windows 2000 setup has suddenly
refused to invoke a dialer and shows the message "Internet Explorer is unable
to display this page when you are not connected to the internet".
If the dailer is started via the "settings" flag and the status there
shows a connection has been made, IE still emits the same error.
Any suggestions on getting this to work again?

We need a lot more information. Internet Explorer has nothing to do
with TAPI or phone dialing, it would need an add on of some sort. What
is the application or page that has your TAPI phone dialer? What is
this phone dialer? Software you created? Someone else's dialer? How
does it work? Is it a plugin, is it JavaScript of VBScript on a page?
What device is trying to do the dialing? Is it on your local machine?
Is is a voice modem or a better device?
