I have accidentally deleted the Startup folder from the Admin start menu
(F:\Documents and Settings\Administrator\Start Menu\Programs).
I still have a startup folder for all users.
How can i restore it?
Any help appreciated.

Have you tried the obvious: navigate to the above folder in Explorer,
invoke File/New/Folder and then name it to Startup?

The startup folder i create isn't recognised as such by Windows.
It's contents ignored upon boot.
I'm only bothered because a shortcut to taskmanager in admin startup (now
deleted) will (would!!) open minimilized to system tray if it's properties
are set accordingly.
The same shortcut in all users startup refuses to open minimilized - always
normal window.
Why???

I can't duplicate your problem with the Startup folder or Task Manager, so I am not sure this will help.
But if you log in to your account, run regedt32.exe, and navigate to the "Shell Folders" hive given below,
is there a key called "Startup" with the path to your Startup folder (as the value)? If not, you need to create
one. You may also want to check the "Users Shell Folders" that is 8 or so hives down from "Shell Folders".
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders]
If you need help on how to "add a value entry to a registry key", search quote in Registry Editor Help
(regedt32.chm) or post again. And if you've never edited the Registry, you may also want to read the
"Registry Editor overview" (or for a much better explanation, read the WinGuides Registry Tutorial at
