Today I installed the Internet Explorer 5.5 beta off the Update Site. Now,
when I go to open up CONTROL PANEL off the start menu, I receive the
following error:
"ViaVoice options error: Failed to load local language module"
I have scoured the registry looking for any traces of ViaVoice. I have
looked for voicetype, viavoice, IBM, vtlocal, vtcommon, externaldlls and
still this message persists. How can I find out where the call to this
module is being made? There is nothing in Dr. Watson or the Event Viewer.
Thanks.

Just a long shot: Do a search for *.cpl files, and see if one of them is
related to ViaVoice. If so, delete it, and try to open Control Panel again.

I also stupidly installed a demo of ViaVoice from a magazine CD - big
mistake. I had the same problem when it came to uninstalling. I cannot
remember which file it was, but I can remember how I found it. Use the
Start | Search|For Files and folders... CONTAINING TEXT ViaVoice - ie, the
form used in the error message itself. This will show up one or more hits
for you to delete. And then you'll be rid of the junk!

That was what I ended up doing - until 3:00 AM in the morning. The culprit
was SETNOTE.CPL and I had to text-search 23gb worth of files to find the
