Status of IDE bugs

Can anyone tell me the status of a couple IDE bugs? The first bug is
the one in which menu IDs are replaced with numbers by the resource editor.
The second is if there are two classes / files with the same names in two
seperate projects in a solution (such as CMainFrame), and add a windows
message handler to one of them, the implementation of the handler may be
placed in the other.
I have been told that they haven't been fixed in VC 2003. Does anyone
know if they are fixed in VC 2004? Also does anyone have a plausible
explanation of why they weren't fixed long ago?
