project server 2003 custom fields grayed out

Hi, I am currently working on migrating the project information from a
development server to production. some custom fields are not present in the
production. When I try to add a custom field to the production, the dialog
box is grayed out and i cannot edit it. same with the development server. I
wonder what went wrong ( I did not set-up the dev server and I am still a
beginner on this) . Please help... thanks
