Well, if you have that file on the CD, it is definitely not an install
disk for SQL 2008 RTM. No wonder that SQL Server Installation Centre
does not want to use it.
And from the name, I would not expect to get an new installation of SQL
2008, but well an upgrade to SP1.

No, I think it is a file to upgrade from the RTM version of SQL 2008 to
Service Pack1 of the same.
