Replication problem, error 1326

I have attempted a Transactional replication on one of our databases. I
have followed the exact same steps as an existing TransRep but get the
following error message.

" The process could not read file '<filename here>' due to OS error 1326.
The step failed. "

The first publication will quite happily replicate any changes to any
subscribers, anonymous or otherwise.

Has anyone had this problem or knows of a solution.

Help would be greatly appreciated.

What NT account is the SQL Server Agent service running under? (It doesn't
have permissions to this file)

D:\APPS\UTILS.NT>net helpmsg 1326

Logon failure: unknown user name or bad password.
