SQL Server 2005 cluster reverts to Windows only mode after failove

All,

SQL Server 2005 EE SP3 CU1 in an active-passive failover cluster
configuration.

Whenever I fail over the cluster or restart SQL Server, the SQL Server
reverts from mixed mode to Windows mode.

I've read that this is a known issue with SP3 CU1 and other later CUs for
SP3. Is this true?

Also, if it's true, will SP4 resolve this issue?

On a side note, can you use sp_procoption to write a startup stored
procedure that will automatically put the serverin mixed mode at startup?
