SUS download language problem

It is possible to install "Microsoft .NET Framework Chinese (Simplified)" on
an English OS. In fact one can install any localized versions of the
"Microsoft .NET Framework" on any localized version of the OS.

Therefore every localized versions of service pack for "Microsoft .NET
Framework" needs to be offered users running an English OS.

This is the reason why SUS server would download "Microsoft .NET Framework
Service Pack 2, Chinese Simplified)" even if you have configured SUS server
to only download updates that apply to an English OS.

I will NEVER need those, and it makes no sense to have to spend a couple of
hours DLing these updates. It would be better to allow me the option of "NO
Foreign Language Updates" along with the option of selecting English only.

How could it be possible then to choose english? After all it is a foreign
language for me and more than 5 billion people :)

Please explain further. I'm not understanding how an option that would let
me choose English downloads only would prevent others from choosing to
download them.
