Therefore every localized versions of service pack for "Microsoft .NET
Framework" needs to be offered users running an English OS.
This is the reason why SUS server would download "Microsoft .NET Framework
Service Pack 2, Chinese Simplified)" even if you have configured SUS server
to only download updates that apply to an English OS.
