It is possible to install "Microsoft .NET Framework Chinese (Simplified)" on
an English OS. In fact one can install any localized versions of the "Microsoft .NET Framework" on any localized version of the OS. Therefore every localized versions of service pack for "Microsoft .NET This is the reason why SUS server would download "Microsoft .NET Framework I hope this helps.
