SMS 2003 DMFP Full SINV

I have a direct network connected Pocket PC 2003 device that is sporadically
sending software inventory. The SMS 2003 site server is SP2. For test
purposes the SINV schedule for the Device Client Agent is set to 20 minutes
yet I have not received SINV inventory from this device for over 16 hours. I
am seeing this entry in the DMPISAPI.LOG file repeating after a sinv was
initiated:

This inventory is never being processed by the data loader when this
happens. At least I never see it in the DATALDR.LOG file. Only when it is
successful do I see it process the MIF in DATALDR.LOG.
Any other ideas on where to look for troubleshooting? How can I force a
full SINV on a Device Client?
