installfeature -force not updating file in style library

I have a CSS file in my feature directory, under Styles/. I have
provisioned it to Url="Style Library" and Type="GhostableInLibrary".
However, if I make a change to the file in the 12 hive, and do the
following:

However, if I make a change to the file in the 12 hive, and do the
following:
deactivate feature
uninstall feature
iisreset
install feature
activate feature -force
the css file is not updated. if I need to update it, i am having to
delete it from the library via sharepoint designer and then reinstall
the feature before I can see the changes.
what do i need to do in order to make it reflect the changes just by
reinstalling the feature?
