How do I turn off multiple uploads in Sharepoint Picture Libary?

In my case, I don't want the user to upload multiple, bad quality
pictures. I want them to do it one at a time and submit the picture
with a form.

Read this:
It will work, the CSS fix is probably the safest. Otherwise, you should
really create a feature of the altered page recommendations and activate
that, otherwise you could have support issues.
