Uploading Documents to a Document Library via a web service

I am trying to create a document library, upload new documents to the library
and set user permissions on the documents via the WSS web services interface.

I have been able to create a list and create list items. It looks like I
need to use the attach files methods to upload a file to a list item. Is that
the best way to do it?

I don't see a way to set user permissions via the web service. Am I
overlooking an inteface that lets me do that?
