word web discussion menu disabled?

hi...

we are using sharepoint 2007, i'm attempting to enable sharepoint web
discussion for word documents. but it only works on my stations.

another use has this feature disabled on his machine.

the only difference is that he is not admin, each time he opens up a
browser the web discussion toolbar is opened with a security warning,
but after enable it, it works fine, but in word it's disabled.

both of us have word 2003 .
