  The UI restore will only work if the backup was done using the UI or &lt;br&gt; appropriate &lt;br&gt; STSADM commands. Look at the file structure. It should have an XML &lt;br&gt; file &lt;br&gt; in the root, with a sub directory containing many .bak files. if this &lt;br&gt; structure does &lt;br&gt; not exist, you just see a .bak file, then the backup was likeley done

  From Admin menu, go to the Applicaitons Menue, Create a web &lt;br&gt; application. &lt;br&gt; Be sure to read the feedback and do an IISRESET /noforce after &lt;br&gt; creating the web appp, &lt;br&gt; before creating the site collection. Then create aa site collection &lt;br&gt; (use the team site &lt;br&gt; template as it is what the defualt web site uses in a single server

  Try going to site features, and check that the Publishing feature is &lt;br&gt; enabled. &lt;br&gt; It is possible that all of the libraries were copied, but the feature &lt;br&gt; was not properly enabled.
