The UI restore will only work if the backup was done using the UI or
appropriate
STSADM commands. Look at the file structure. It should have an XML
file
in the root, with a sub directory containing many .bak files. if this
structure does
not exist, you just see a .bak file, then the backup was likeley done

From Admin menu, go to the Applicaitons Menue, Create a web
application.
Be sure to read the feedback and do an IISRESET /noforce after
creating the web appp,
before creating the site collection. Then create aa site collection
(use the team site
template as it is what the defualt web site uses in a single server

Try going to site features, and check that the Publishing feature is
enabled.
It is possible that all of the libraries were copied, but the feature
was not properly enabled.

What version of SharePoint do you have? Standard or Enterprise? This
will determine if you have Excel Services, which would be the easiest
way of creating the s/s.
Also, does IT have a governance policy which covers user developed
models? Ideally they should, and it should cover audit / validation
