SPS 2003 smigrate do not have permissions

I'm getting a no perrmisions error:
C:\>smigrate -w http://myportal/myarea -f D:\backup\myarea.fwp

On portal i have administrator permisions, in computer i'm in local admins
group. Whats rong?

I've also noticed that when I try to access the SharePoint sites from the SharePoint server console it prompts me for a username and password which I give the domain admin account and it just keeps coming back prompting for the username and password. I can access the sites from any other server and PC on the network just not from the SharePoint server.
Does anyone have any ideas?

If you are not running smigrate from the server itself, then it will login to the server using your local account. If that account does not have admin priveleges on the server (not sharepoint, but the actual box) - then you will get this error. You should use the user and password options on the command line for an account on the server that has admin priveleges:
