I have already created a Document Library Custom Content Type. Using the
Lists Web Services, I need to create a new list, change the default view for
this list, and set the default Content Type for the new list to my Custom
Content Type.

I already know how to create the new list via web services. I'm pretty sure
I know how to change the default view via web services although I haven't
worked out the details yet.

I have successfully used the ApplyContentTypeToList method so my Custom
Content does appear in the Content Type section of the list's Advanced
setttings. BUT I have been unable to find a way using web services to change
the "Allow management of content types" to TRUE/YES AND/OR how to set my
Custom Content Type as the DEFAULT for the list.

Does this capability exist in the Sharepoint OOB Web Services? If so, can
anyone direct me to it? If not, can you point me in the direction of a good
tutorial/guide to creating custom Sharepoint Web Services because I have a
feeling I'm heading in that direction?

Many thanks in advance.

Here is a discussion thread that says the web service cannot handle
that.
You would need to use the Object Model to make that happen.
