Why is the browser language being used? What information about a user is
used to for this filtering? How do we debug this?
When using the MOSS search UI, it is the query page that help perform the
query execution in search result/indice. For webbrowser, the user-language
setting is likely used by MOSS(asp.net application) as the CultureInfo(used
for determine sorting, number format .... in .net framework application).
Here is a msdn blog article which also mentioned this behavior, seems we
can use a custom query result page to workaround it:

Norwegian characters did not return a result either.
