I have a "private" folder which is only visible and accessible to
administrator and not visible or accessible to any users. I have another
"public" folder which is visible and accessible to everyone.

On the "private" folder, I give an "administrator" permission. On the
"public" folder, I give "administrator" & "user" permission.
I understand when administrator login, he/she should see both folders. I
just don't understand why when user login, they also see both folders. User
should only see the "public" folder according to the permission.
Can someone helps me with this issue?
