internet cafe / Proxies

I am looking for a proxy server, which has unique user login and monitoring,
so that after a user has downloaded a certain amount of data, they are
locked out.

Also does anybody know of a proxy which allows users to login and records
there data usage, which is calculated in money. Something very similar to
what an Internet cafe would use.

What are your thoughts on the Various internet cafe / Proxies out there.

Internet Cafes don't use normal proxys. They use special "Internet Cafe"
software that is designed specifically for that purpose. Do a search on
Google.com with the words "Interent Cafe Software" and will probably find a
dozen different companies offering such things.
