How do I create a new report. When I choose New Template and choose the
options in the New Temaplte Dialog box, I hit Ok. It immediately generates
the view and I can't figure out how to save the template.

All of those templates are in a specific directory. You need to find that
directory and save the template file to that. Hit Manage Templates to open
the folder. On my machine, it looks like:
