That's quite a broad question and really, one that's not possible to answer
without knowing your criteria for effectiveness.
PowerPoint is a very flexible tool for assembling graphics, text, charts and
multimedia elements like sound and video into an easy to use and easy to display
form.
A presentation assembly tool, in short.
The results (and their effectiveness) hinge more on the skill of the PowerPoint
user and/or presenter than on the tool itself.
