I am using PhoneMakeCall to initiate a call with a Pocket PC phone. How
would I detect when the call ends? Thanks.

Assuming you are using WM5 (or 6) you could use the State &
Notifications Broker and register for when the
SystemState.PhoneCallTalking Property becomes False.
Or
SystemState.PhoneActiveCallCount property becomes zero.

I'm sure you'll be able to work out how to handle calls being put on
hold and multiple calls at once, etc.

I am using eVC++ 4.0 to target both 2003 and WM 5.0. Is there an equivalent
there? Thanks.

The S & N B is a managed wrapper so, it must be possible to do it in C+
+.
Unfortunately I wouldn't know how.
Sorry.

Do I need to use the TAPI interface for this?
