I am trying to make a card in Picture It and am unable to
move the picture on the filmstrip on to the card.
Everytime I click on the picture and drag it to the card,
the two images just change places. Any solutions?

Which version of Picture It are you using? Are you saying the card
dissappears and the image takes it's place? It sounds like you may be
releasing your left mouse button too soon.
