email created offline in outlook express 6 never reaches recipient

This is a wierd one. I have a client who uses OE6 to send/receive email from
his earthlink account. Basically what is happening is he composes email
offline in OE6, shuts his computer off, then turns his computer on at a later
time, connects to the internet and then sends the offline messages. Problem
is that those messages are never received by the recipient.

When he gets online to send the messages, he hits the send/receive button.
OE6 goes through the motions as it says it is sending the messages. When it
is done sending, the outbox is empty and no error messages appear. A day
later he will get a call from a client asking if he ever sent the message.

The key here is when he sends the messages offline, then shuts his computer
down. When he composes messages in that scenario, the messages never get
delivered. However, if he writes an email offline, then connects to the
internet without shutting down his computer, then the message is delivered to
the recipient without a problem. This issue exists on both of his laptops,
both using the same version of OE6, and both have identical settings.

If any one has a clue as to why this is happening, I would greatly
appreciate your help.

This is quite strange.

Have him test by emailing himself with the same scenarios and see if he gets
the messages.

He can also do a CC or a BCC to himself to see if they actually get sent.

And one can enable a log file under Tools | Options | Maintenance to monitor
the sending process and verify it worked.

This can be caused by an anti-virus set to scan email. Scanning email
provides no more protection over having the anti-virus running in the
background with email scanning turned off, but it interposes a proxy between
OE and the Internet. This proxy may be telling OE that the email has been
sent even though the server has timed out.

Turn off email scanning in your anti-virus. It provides no added
protection. After doing so it may be necessary to reset the server names in
OE.

Email scanning slows down Sending and Receiving, sometimes enough that OE
times out. Since some of the received messages have large (often virus)
attachments, which exasperates the problem.
Some Comcast users have found it necessary to totally uninstall Norton and
switch to the free AVG with mail scanning off. Norton invented email
scanning and here's what they say:

"Disabling Email Scanning does not leave you unprotected against viruses

are distributed as email attachments. Norton AntiVirus Auto-Protect scans
incoming files as they are saved to your hard drive, including email and
email attachments. Email Scanning is just another layer on top of this. To

the most recent virus definitions."

So Symantec used to say this often and clearly. The newer stuff doesn't
have the statement included as it was considered an embarrassment. If you
know anyone who programs for Norton try to get them to talk about it.
