Either not easily done, or impossible depending on what was included in
the original OS CD. Creating a new identity is usually just as good of a
repair and much easier.
Of course, you could reinstall XP completely, but whenever you set up OE,
it is advisable to not use the default main identity from the start.

I have not tried the new identify, but will do so straight away.
I have established positively my emails, if they have a jpg attachment,
never get to the ISP. They appear in my Sent folder, and display the jpg
properly. I have discussed this thoroughly with the ISP - they have no
suggestions.
I did go to the "OE Basic Repair Kit" you suggested in a previous post, and
got down to the "Reregister Libraries" item. I ran all 5 commands and got
the following: the 2nd (regsvr32 mshtml.dll) returned the message "
Regsvr32 - mshtml.dll was loaded, but the DillRegisterServer entry point was
not found. This file can not be registered. " The last item (regsvr32
msjava) returned the message "Regsvr32 LoadLibrary("msjava.dll") failed -
The specified module could not be found." Needless to say, I do not
understand the significance of these messages, much less what to do about
them.
The other 3 items appeared to have "succeeded"
I am now down to the new identity issue, and will try that straight away and
post back. I apologize to all for the X-posting thing, at the moment I
don't know what to do about the fact my posts don't even appear when
properly posted/addressed to the 'correct' forum..

Turn off e-mail scanning in your anti-virus program. It is a redundant
layer of protection that eats up CPUs, slows down sending and receiving,
and causes a multitude of problems such as time-outs, account setting

does not give you an option to sign up for Windows Messenger.
Using HTML, insert a picture, not attach, and send it to yourself. In a
new message window: Insert | Picture and browse to a moderately sized JPG.
Do you get it OK?
Do you have a GIF to try in a similar test?

1. I have had an extensive discussion with my ISP - no answer yet, may not
get one.
2. I had a friend email each of my 2 computers separately, 9 messages as
follows (total message size): 10K, 50K, 100K, 250K, and 540K, each with jpg
attachment, a 100k with jpg insert, 1K with txt attachment, 464K with bmp
attachment, and 1 K with tif attachment
3. My computer #1 received 3 messages, those with txt, bmp and tif
attachments only. My computer #2 received 6 messages, those with 10K and
540K jpg attachments, the1K with txt attachment, the 464K with bmp
attachment, the 1K with tif attachment and the 100K with jpg insert.
Summarizing is not easy, but note simply neither computer received the 50K,
100K or 250K with jpg attachments. That's enough for me to know I have a
problem.
4. It appears the difficulty is our inability to receive a jpg attachment.
5. I would appreciate anything that anybody may deduce from all the above.
6. If appropriate, we (I) should end this (hijacked) thread, and attempt to
start a new one later, on the appropriate site, if there seems to be reason
to do so.
In closing, let me thank you all VERY much for your help and expertise. It

Frankly, I have little hope the ISP is going to contribute. Our last
conversation, I believe he was indicating it was an outside service for
incoming mail. They also us it for all their outgoing emails.
If you get anything out of this I would be very happy. Would it help if I
gave you the name of the ISP, and if so, is it appropriate to simply include
that information in an email?
In looking at their last statement, I am reminded we also subscribe to their
spam blocking service. Could it be? Guess I better ask.

While I empathize with your "stuck with dial-up" plight, it simply doesn't
make sense to allow any computer to connect to the internet these days
without a resident anti-virus application *and* a resident anti-spyware
application installed. Your ISP's server-side AV scanning is not sufficient
protection (despite what Rick Gordon may tell you).
In your case, I'd recommend installing Microsoft Security Essentials, a free
application that includes anti-virus and anti-spyware protection. See

[I'd also recommend looking into a satellite ISP but that'll cost you much
more than Rick's charging you.]

Yes, Rick's mailserver's gonna strip the attachment from it.
Conclusion: As long as you're living in a heavily-wooded, remote area of WI
and connected via dial-up, stick to snail-mail for sending/receiving pix and
other large files (e.g., videos).
