I am reading a thread on this subject, will revert more. BTW, new computer,
newly configured accounts, mail was imported from old PST file which I
bought over on an external drive. I have Outlook since Outlook 98.

Yup. One for each account. It's an issue with Outlook 2007 that's been
mentioned multiple times here. Try putting each account in its own
send/receive group if you need to send from each. If they're aliases of one
another, try disabling sending through two of them.
