Outlook 2003 Can Not Send E-Mail

Hello:

I am running Outlook 2003, Vista Home Premium, and Windows One Care over a
dsl connection to AT&T/SBC.

Everything worked fine until about 10 days ago when I began receiving
intermittent errors when sending or receiving e-mail. I finally had to
switch to manual send/receive just to control number of failed attempts. I
made no other changes on any of my settings. Eventually, after several
passes on each occasion, I could retrieve and/or send e-mail.

Today, I can no longer send e-mail at all, no matter how often I try. I get
error message that smtp server not responding. I've gone on line via web
interface and confirm I can send and receive e-mail from this account.

I just wasted an hour + with AT&T/SBC tech support who confirm all of my
server settings are correct, but can not diagnose error. They claim there
are no problems on server and contend it is a software problem.

Any suggestions?

Besides Diane's suggestion can you tell us the exact error message that is shown as per verbatim.

Also which Anti Virus are you using and is it scanning the incoming and outgoing email's

Peter:

I am running Windows Live One Care, with Virus and Spyware scanning on.

When I click on "send test message" in tools>accounts>change I receive:

"Send test e-mail; the specified server was found, but there was no
response from the server ...."

When attempting to 'send/receive" I receive error:

"Sending reported error (0X800CCC7D): Your outgoing (SMTP) server does not
support SSL secured connections ... ".

I have checked and tripled checked settings with ATT tech support,
especially the port settings for SSL connections. They claim it must be
software error!

You have the SMTP set to use SSL and it doesn't support it.

Diane: that's what Outlook is saying but this is not correct. The SBC/AT&T
server specifically requires this setting and ports dedicated to an SSL
connection. All of this has been confirmed with SBC/AT&T today (and indeed
it worked fine for months). SBC/AT&T insist its an Outlook issue.

No success with e-mail scanning turned off. Thanks for suggestion; any
other ideas; is there some diagnostic to check whether error is at my end
or on server side?

Fixed!. The incompetent tech support at SBC/AT&T are not aware of issue
with their SSL server; I switched ports back to old non-SSL server and
e-mail works fine. Nothing to do with MS software.

I had the exact same issue, it drove me crazy. The problem is caused by
OneCare when you choose the option "make this PC a hub PC". Undo the option
by choosing "stop using this PC as a hub PC" and the Outlook 2003 send error
goes away.

After many hrs with AT&T tech, I requested Tier 2 tech support and yes AT&T
had referred me to microsoft but after reviewing your comment, I questioned
AT&T Tier 2 support about changing servers. He finally changed outgoing
server to & AT&T server and I still have an incoming BellSouth server. Yes I
am now sending & receiving emails from Microsoft Outlook 2003. AT&T said they
would send this out to all their Managers about server problem
