No Place to Add an Attachment in Outlook Email?

Suddenly when a new, blank email page opens in Outlook there is no place
to add an attachment, nothing to click on to add an attachment.

Look for the image of a paper clip and the word "Insert" between
Send and Save Draft. Click and hold for the drop down menu.
