If the file is corrupt, restore it from your Office CD.

How did you install Outlook in the first place without an installation kit?

Have you checked the Microsoft website to see if there's a copy there? Since
the file is a setup file, you likely need the install media. You should have
a copy of this unless you purchased Office preloaded onto your computer?
