How can I file messages as they're sent - outlook can ask where

Rather than have messages filed in the "sent" folder as they are sent, can
Outlook ask me in which folder to file a copy of the message as its being
sent? (This saves having to go to the "sent" folder and move things later...)

You can uncheck the option "Save copies of messages in Sent Items Folder"
Under the Tools --> Options --> Email Options.

To have the messages sent to be saved in a different folder other than the
Sent Items folder,

Open a New Mail Message
Click on the Options button
Select the Option "Save Sent Messages to" and then click on Browse to select
the custom folder other than the Sent Items folder.

The only riding factor in this is that there seems to be no way to select
this option for all the messages. You will have to do this everytime you
create a new message.

I appreciate your (speedy) assistance - BUT - based on your instructions -
the answer to my question should just have been - YOU CAN'T!

There was something unclear in your instructions:
In step 2 - to which "options" button do you refer (after opening a new
message)? I didn't find any option of "save messages to" with a "browse"
option... and frankly,
going through this step for each individual message is even more of a hassle
than going to the send folder and moving the messages to the desired file...
which is why I prefaced this with - the answer should have been - you can't...

I have been using Pegasus mail for years and one of the best options (and
there are many!) is the option of: "if making a copy to self, ask at send
time which folder to put it in"... This is what I'm looking for. Does Outlook
have anything like this?

Outlook doesn't do exactly what you require, but the post above provides a
manual way of doing something similar.

The “options” button that the previous post refers to should be on the same
toolbar as the “send” button when creating a new email.
