URL Protocol is Not Functional in Outlook 2007

Do not understand why Microsoft turned off this funciton and saying there's
no work around (see http://support.microsoft.com/kb/968416)

What I want to do is set the URL link to an Outlook 2007 item (for example
email or contact) in Word or OneNote file. This used to work in Outlook 2003.

Can you help? TIA
