IE is not offline.
This happens with incoming emails and with my signature when I create a new
message.
No information bar appears also.

Unblock picture downloads for all messages

and it did not work either. I do not want to have to choose open in a
browser to see pictures embedded in outlook. That is ridiculous.

like they did in the past. I should not have to open the email in a browser.

| editor settings | advanced | remove the mark in show picture placeholders?

Again, what is the answer to the fact that many of us have found that this
change has occurred only **recently**, ie. only since ~ 1/1/08 ?? Prior to
that time pictures were being rendered properly both in the "Open Message"
mode and in the "Preview Message" mode.
Has Microsoft automatically downloaded and installed an update into Outlook
2007 that is responsible for this change?

if you feel comfortable using the regedit function, give this a try:
\HKCU\Software\Microsoft\Office\12.0\Common\BlockHTTPImages and change
the value 1 to 0 (zero).
I had the same problem and it worked for me. Found it on the
help.lockergnome.com site.

I restarted Outlook and everything worked fine, even in preview panel.
I think the main point is to select "ALWAYS" for field Shading.
