Can't run any Office 2000 applications

I've been trying to get Office 2000 Premium to install for several days now.
I even reformatted my hard drive and reinstalled Windows 98, but the problem
persists.

The install goes fine. But when I try to run Excel I get:
-Not enough memory to run Microsoft Excel

Word gives me
-There is not enough memory or disk space to run Word

Powerpoint doesn't run at all. It goes back to a cursor after a few seconds

Access gives me:
-Microsoft Access can't find the Microsoft Office international dynamic-link
library, Reinstall Microsoft Office 97, Developer Edition.

Frontpage gives an illegal operation error

I have an AMD K6-2 350 processor, 64MB RAM, and 3.5 GB of free drive space
on c:. I have tried this with virtual memory automatically controlled by
the OS, and manually set to 500MB.

I'm at the end of my rope. Can anybody help?

This was seen on a machine that someone had "set" the virtual memory size.

Initially I had this problem when using the default virtual memory settings
(letting Windows control the virtual memory). I then tried this with the
virtual memory size set at 500 MB. It makes no difference.

My gaff, OK, shut down any TSR's and Anti-virus. (Clean boot.)

The boot is clean. This is a fresh reinstall of Windows 98. I have no
Anti-Virus or any other TSR's running. If I check system resources, the
memory is showing at 88% available.
