end user licence pops up when open office 2003 in windows 7

I am logged in as administrator and doesn't resolve the problem. and fixes on
site only apply to XP or Vista nothing for Windows7

Another suggestion I saw was to run Windows in Safe Mode, launch Word,
accept the EULA, then shut down and restart.
