This is truly sad in MS part . Its a simple correction and its taking them

An MSn sub-account LiveID(of the form msn.com) can be created via the membercenter.msn.com for MSN Premium or MSn Premier(legacy
pop3 account).

Find out how to change the marketing preferences for your new secondary account."
Note: The sub-account functions in OE or OL or WLM using WebDav and in WLM using DeltaSync.
