CAN NOT create a Hotmail or Live Account

Hi, When I try to create either a Hotmail or Live account I am getting the
following

We are working to fix a temporary problem with our sign-up service.
Please try again.
Error code: 100
OK
Error code:100:(0x800482d4::)::Mon, 30 Jun 2008 13:49:58 UTC

This is truly sad in MS part . Its a simple correction and its taking them
for ever to fix ....... SAD :(

Are you trying this from a network that is behind a proxy server? This thread
does not contain the answer, but the person reporting the error only had
problems at one location. They were able to perform the ID creation from home. I
assume that it is due to a proxy/firewall problem at the business location.

No , this is a home network . if you try to sign up for a new hotmail or live
account I bet you can't either . If you can ? Then that really sucks if I am
theonly one that can't.

Since it is a home network, have you tried from multiple computers in that
network?
Have you deleted temporary Internet files, cleared cookies?
Who is the ISP?
Under IE Options/Connections/LAN, uncheck automatically detect, if it is
checked.

Yes, I can create a new account. I just made a new one at
http://account.live.com

Hey alright , I am not the only one I see . MS is having server
issues and not saying anything about it . This is another reason why I
dislike MS . Thank god that yahoo didn't give in to them . Can you
just imagine how it would be with the messenger service if they had
both msn /yahoo . SAD MS

Comparing other available account creation methods...
An MSn sub-account LiveID(of the form msn.com) can be created via the membercenter.msn.com for MSN Premium or MSn Premier(legacy
pop3 account).
"You have successfully added xxx...@msn.com to your membership.
Find out how to change the marketing preferences for your new secondary account."

Note: The sub-account functions in OE or OL or WLM using WebDav and in WLM using DeltaSync.

well the problem is when u have a proxy server this issue happens
i created an account with direct connection but couldnt create one using a
proxy server
so is there a way to bypass this issue or any firewall setup so u can create
accounts while using proxy
