Try starting Money by right-clicking the Money launch icon. See if
things work. If that solves the problem temporary, that points to a
permissions problem.
Note that your *.mny files should not be in your Program Files
folder. Instead, move them to your Documents folder or some other
folder the user will have full access to.

Make those extra copies of your file before proceeding. That is your

Search for *.mny files. You can use the associated Windows search,
or you could do the following line from a command (DOS) window:
dir \*.mny /s
Find the file(s) and copy onto USB flash drive. You can buy those
cheaply, especially if you order.
If you don't like Windows search or using the command window, Agent
Ransack is a nice search program.
It sounds as if you want to try making a repaired version of your
file. Since you use Money 2002, follow the directions from
http://support.microsoft.com/kb/902466/en-us for Money 2002 users.

OK... I think this should be the cure for that:
In Money 2002, Tools->Options->Bills, and uncheck Use Money Express.
I will first try to find the .mny files and then copy them onto a flash
drive. I will also show my wife how to back up to a flash drive rather than
a less reliable floppy disk.
I will then follow the directions to repair the money file shown at:
http://support.microsoft.com/kb/902466/en-us
Hopefully, when done she will be back in working order, and I can relax.

having the patience to guide me to make the needed changes. When I make the

Also, the *.mbf files are Money Backup Files. Search and save those
too. Note the dates on the files. The *.mbf files may be restored
into Money, but you cannot directly do the salv.exe repair on them.

Note that Money 2002 will not back up onto a USB flash drive with
more than 2 GB of free space. Fill it with stuff if you have a big
drive. That bug does not exist in Money Plus.
OK, I did find two more backup files for money using *.mny and saved them on
a flash drive.
I followed the directions for the Microsoft fix (using the MS Money
Standard File Repair utility) and did download into a special folder, then
tried to unzip the 5 files. When I clicked on the SALV.exe file (did not
have an .exe after SALV), but it was an executable file, I got the following
message:
The program can't start because MSVCR71.dll is missing from your computer.
Try reinstalling the program to fix this problem.
I went back to the MS website and downloaded the Std File Repair utility
unzipped set of files and the SALV.exe still would not open, but got the same
message.
I do have a floppy disk of her very last backup in August of 2009, so we
have something good to use.
I did save all the .mny files on a flash card.
I made sure all the backups did not have "read only" as checked.
Sorry it has taken me so long to reply, but that bug was awful.....

Search for MSVCR71.dll on your drive. I did not check but I would
have guessed that might have been in your "special folder". Did you
launch Salv.exe from a command (DOS) window after changing to your
"special folder" in that window? I would do it that way. The .exe
will show when you do a dir in that command window.

I remembered there were some DLLs, but I did not remember what they
were. Let's hope that the DLLs there are all that will be needed.
I have msvcr71.dll in my C:\windows\System32 folder. Let's hope
that the method below does not give an error, at least not one
associated with that msvcr71.dll.
Let's call the special folder SF.
I could first copy the *.mny file that you want to make a repaired
version of to SF. You don't have to.
I have indented the three places that I am showing a command that
you would type.
Open a command window by entering
cmd
into the box that appears at the bottom of the window that opens
when you click Start, followed by the Enter key. Alternatively, you
may have CommandPrompt in your Start->Programs->Accessories. You
could launch from there instead.
In to the command window, type
cd SF
followed by the Enter key --
where SF represents the full pathname of where the SF folder is.
By doing that, your commands will default to referring to the SF
folder. cd stands for Change Directory. Directory is another name
for folder. Salv.exe should then also look for DLLs in that
directory/folder too.
Then type
salv.exe
followed by the Enter key. The .exe could be omitted, since that is
one of the extensions that Windows will check for.
That should bring up the program. You want to do a level 2 repair.
You will have to identify the file you want a repaired version of,
and you will have to provide a name for the repaired version.
If you used command files much, there is a way to make the font
bigger, and to make other modifications. But most people don't use
command windows. So putting up with the small font would be
temporary.

but you also need to specify where that folder is.
If that folder was at the outer level, you could do a command like

There is a good chance that your folder is not at the root level of
the drive. In that case, you will need a command more like this.
cd %HOMEPATH%"\My documents\Money Repair Download"
in XP or
cd %HOMEPATH%"\Documents\Money Repair Download"

The %HOMEPATH% is a special symbol that represents the starting
point for the user data space for the current user.
Note that the

command can be useful to see what is in the folder/directory that

Yes, I would lose all the .mny backups, but I still have them all saved on a
flash drive, just in case they are needed, but none of them seem to have the
latest August 2009 data I am trying to put back into "My Money," or "Wendy's
Money file."
This may be a very stupid thing to do, but since I don't have your
expertise, it is one of those out in left field thoughts.

Reinstalling Money 2002 Deluxe is probably a good idea. Reinstall
does not delete your *.mny or *.mbf files.

I would copy the contents of your floppy backup disks to your hard
drive. Floppies fail more frequently than other media. I am also
worried that you say "floppy" rather than "floppies". I don't think
that most people could back up to a single floppy.

Reinstall is fine. I would still try to use the salv.exe from your
special folder.
Copy the sample.mny from your Money install folder to your documents
folder. Try opening that copy by right-clicking the copy. If that
opens fine, the problem is probably with your *.mny file rather than
your installation.
One more thing. Make sure your *.mny file that you are trying to
open is not within your \ProgramFiles folder. Your symptoms don't
seem to match the problem that would cause, but I thought I would
mention it.
There are shortcuts to help with command windows. For example, you
should be able to paste a string as a command by right-clicking.
What folder is your Money Repair Download folder in? I could tell
you the exact command to enter to change to that directory/folder.
Also, maybe you have a friend who used MS DOS and knows how to use
command windows.

I decided to try this on my Windows 7 machine to replicate your
setup. I re-downloaded that Money 2006 salv package,
I did the equivalent of these two commands in a command window:
cd C:\Users\Wendy\Documents\MRDSF
salv.exe
(my folder was in a different place than yours)
Upon entering salv.exe, I got a pop-up window called "Microsoft
Money Repair" in the top of the window. I think you are crashing
before that window appears.
I did this test from a user account with Administrator privilege.
Now that action does not depend on the actual Money installation at
all.
So why do you get an msvcr71.dll error? I don't know. Here is
another command to type into a command window:
path
That should spit out a long string. It is a list of places that
Windows looks for certain things, separated by semicolons. One of
the items should be c:\windows\system32. You may have to scroll the
window, or expand it, to see the whole string. I don't expect that
your path is messed up, but I don't know what else would cause the
fail citing that msvcr71.dll when you launch salv.exe.
Well, it shouldn't hurt. Reinstall of Money is not a dangerous
thing. Go for it. If everything works well after that, that would be
great.
The first time that you run Money after the reinstall, I would
right-click the Money launch icon, and choose RunAsAdministrator.
I will also save the floppy disk contents of her backup to my hard drive,
and then save it to the flash drive (2 mb) and get back to you.
It may be a few days before I report back, OK?

With Vista. symptom for what you describe would normally be that the
file seemed to work OK, but changes made seemed to have disappeared.
Users writing data within the C:\ProgramFiles area has been
considered not good practice. Yet some existing applications did
that. Rather than break the applications that were not so well
designed by implementing new write protections, writes by the user
are shadowed into a different place in the user's area. The term is
"File Virtualization" if you care to read about it.
The action item is to make sure your *.mny and *.mbf files are moved
to a place, such as your Documents folder, where you will have full
read-write access. Besides the C:\ProgramFiles folder, this "File
Virtualization" is done by user's attempts to write to the "Windows
folder.
What I know suspect is that Windows 7 actually gives an error. Now
if you two are using two separate Money accounts, that could explain
some difference.

I will try to figure out why you got the symptoms you got. Maybe it
was a difference between Vista and Windows 7, or may have been some
other factors.
I am pleased that things are working. Get your backup strategy in
place. Remember hard drives fail. Floppies fail more often. Back up
with various vintages of backups to one or more USB Flash drives.

Yes, the backup process is the key to solving Money problems for sure. That
is one thing you taught me, which won't be forgotten soon. After our back
