Money Premium 2005 failure

Yesterday when I tried to start Money Premium 2005 it balked. I've
tried several times since but always get the same thing. A pop-up
reading Microsoft Money Online Service Policy with two buttons at the
bottom, Accept or Decline, shows up on top of the Money opening
screen. I click the Accept button and the whole thing simply shuts
down and reverts to my desktop screen.

All my other software seems to be operating normally. I have no other
known problems with this computer. I'm running MS Windows XP Pro SP 3
and have more than ample hard drive and RAM capacity. I've made no
recent changes to the computer's setup or program installations, other
than installing a new update version of MS Streets & Trips 2008,
yesterday, just before I noticed this problem with Money. I've tried
shutting down all other programs before starting Money, but the result
is the same.

I've re-booted and re-installed Money but nothing has changed. Any
suggestions?

You could try reverting to an earlier restore point. If that does
not help, you could then undo that.

First, see if you can open Sample.mny from your Money install folder
(typically C:\Program Files\Microsoft Money 2005)

That will help distinguish if the problem is with the install or the
file.

See http://support.microsoft.com/kb/899935/en-us method 4. If that
does not do it, consider method 3. Then move to the others.

If you have some kind of protection software (Spysweeper or Norton
particularly), that might cause a problem.

Thanks, Cal. I checked these out but didn't find a resolution to the
problem. I am thinking it is a matter of my Online Services having
expired, yet I can't understand why I am not permitted to renew or
re-subscribe if this is the case. Maybe I have no options other than
go buy a current version of MS Money and install it, along with the
Online services.

Yet, it does seem that I should be able to start MS Money, without the
Online Services, if it is a matter of an expired subscription to these
services.

Is it possible that some virus or Trojan is the cause of this problem?

Microsoft® Money Plus Online Services Policy

Microsoft® Money Plus includes up to two (2) years of Online Services.
You will be able to use the online services in Microsoft Money Plus
(the "Online Services") for a period of two (2) years from your

view and edit your financial data in Microsoft Money Plus and to

then-current version of Microsoft Money, or purchase an extension of
the Online Services if Microsoft makes such extension available.

NOTE: Online Services are features of Microsoft Money Plus that give
you the ability to perform certain online financial tasks through the
Microsoft Money Plus client software. Your ability to perform certain
Online Services (such as online banking) may require that you obtain
these services separately from your financial institution, with or
without a fee, and may also require a Windows Live ID. Microsoft
reserves the right to modify or discontinue these Online Services at
any time, without notice.

Online Services simplify managing your finances by allowing you to
more easily accomplish key tasks within Microsoft Money Plus. Online
Services in Microsoft Money Plus allow you to connect with financial
institutions and make updating your financial data more automated and
efficient.

For end users that utilize Online Services, there will be
notifications within Microsoft Money Plus in advance of the date when
Online Services will expire. To continue using Online Services in
Microsoft Money after the expiration, end users will either need to
upgrade to the then-current version of Microsoft Money, or end users
may be able to purchase an extension of the Online Services if
Microsoft makes such extension available.

Online Services generally include the following functionality within
Microsoft Money Plus:

Financial Account Management

Importing transaction, balance, and statement information for banking,
credit card, investment, and 401(k) accounts*.
Importing transaction, balance, and statement information directly
from your financial institution.
Background banking.
*QIF file import (as backup files) will continue to be available.

Online Bill Payment & Funds Transfer

Creating, changing, and canceling new, scheduled, or recurring
payments or transfer of funds between financial institutions, and
viewing the status of these payments and transfers.
Investment Tracking

Downloading updated currency exchange rates and updated prices for
stocks, mutual funds, bonds, and other securities.
Synchronization with MSN® Money

Synchronizing financial data between Microsoft Money Plus and MSN
Money and viewing synchronized data.
Miscellaneous

Sending new messages to or receiving new messages from your financial
institution from within Microsoft Money Plus.

One possibility is that this is due to some update to some security software
on your system.
Do you happen to use Spy Sweeper? I understand that they may block Money's
EULA DLL file, which could be the source of this behavior.

The re-subscribe path is buying Money Plus Deluxe. That includes two
more years of full access. The 60-day free trial could give you
another two months first, if you go that route.

You should be able to do everything with Money 2005 except those
that require the use of the Microsoft servers. This includes quotes,
and it includes statements that come in from Microsoft thru a third
party.

I guess it could. I am not familiar with that, but if that were the
case, I would expect other things to be problematic in that event.

You could try starting Money after booting into Safe Mode with
networking.

Thanks, Cal, I did this and the download process went well. I now have
my MS Money up and running well. I still can't understand why MS let
this expire with no notification and when it had expired, provided no
link or instructions for renewing this service.

Each time I tried to start MS Money I got the pop-up about Microsoft
Money Online Service Policy with the two buttons...Accept and Decline.
When I clicked the Accept button the whole program just closed and
returned me to my desktop screen.

Even after I had "Accepted" it several times they still slammed the
door in my face. I had to locate a back entrance, so to speak, before
they would sell me an upgrade.

Money 2005 did try to issue notices. Something stopped it. I don't
know what that was. If you have Spy Sweeper, that could have been
it.

Note that while Money Plus looks mostly like Money 2005, there are
some improvements. One of the more notable is that Money Plus makes
four timestamped backups by default (you can change number). In
addition, it can make multiple scheduled backups. I suggest you
choose a USB flash drive for those.

I seem to have the MS Money problem resolved...temporarily, but now my
MS Streets and Trips is balking. I installed the new version yesterday
just before my MS Money went belly up. There seems to be some conflict
between these two client software setups. Any suggestions???

That's interesting. You wouldn't be using the IE8 beta, would you?

System Restore of a restore point could be useful in dealing with
this, or at least in diagnosing.

Update version 0.

I'm reticent to try re-installing Streets and Trips 2008. This would
probably cause Money to fail, again, and if it does I have no CD to
re-install the Money Plus Deluxe that I downloaded and installed this
morning to rectify the MS Money problem.

When I open MS Money it starts normally, but there is a pop-up saying;
To continue operating successfully, Money requires a software update.
Click OK to close Money and begin the update, now.

Money is backing up your files

A software update is already in progress. Please try again when the
update is complete.

When I try to open Streets & Trips 2008 it balks and indicates that I
need to put the installation CD into the drive and click when this is
done. I'm afraid to try this. It would probably kill Money, again, and
I have no way, other than buy the upgrade again, to re-install Money.
That is I don't have a hard copy on a CD. I just downloaded and
installed after having the $35 charged to my credit card.

Is that the trial, or did you buy? When you buy, it is important to
keep a copy or two of the downloaded file, as well as the email with
the key. Burn it to a CD, and put it elsewhere too. You would need
that to reinstall, or to install onto a second computer.

Did you really set IE7 back to defaults, as one of the items in that
KB article suggested?

Also I would try creating a new XP user with Administrator
privilege. Switch to that user and open Money. Let it create a new
Money file with no password or Live ID.

The theory is that if the problem is an IE setting, you will get
default settings for the new user. If you succeed this way, it
would accomplish the download, and it would point toward the reason
the other did not work. You can delete the new user later, and
your regular IE settings will not have been changed.

I bought this...box copy...at Best Buy, yesterday. It installed
without any noticed problems and worked fine until I got into this
mess with Money, later. When I downloaded and installed the Money Plus
software this apparently killed Streets & Trips. The Money download
was a paid for version...$35.00...downloaded and installed. Is that
download file still somewhere in my temporary folder or some such?

Yes, I reset it to defaults, then opened it. It seemed to work okay
but opened to a page of ads instead of my preferred blank page.
Anyway, it does seem that the restore to default settings worked as it
should.

I'm a bit confused here. The Money Plus installation was from a MS
Download that I paid $35.00 for and downloaded/installed this morning.
The Streets & Trips that I installed yesterday was a CD/box copy that
I bought at Best Buy.

Other than reset the default values, I haven't done anything to IE for
several weeks. I've been running Windows XP Pro, SP 3 on this computer
since I built the computer, last fall. I have it set to do automatic
on-line updates, and I think it went through a spate of this a few
days ago, but it seemed to work okay, and still does...except for
Streets & Trips vs. Money Plus. It's either or, but not both, it
seems.

It might be in some temp folder. It would be a Money_Plus*.exe file
of about 35 MB.

However, without paying extra, you can re-download for thirty days.

I strongly doubt it, but I am pretty ignorant of those.

Money Plus comes with support, and I expect the MS Streets & Trips
2008 does too. But who/which would take ownership of the problem, I
ask skeptically. I suspect each would say "reinstall my product.

What "security" programs do you currently have installed and/or running?
For example:
- Spy Sweeper
- Norton's
- McAfee
etc

It is possible that one of those programs may have updated and is now
restricting access by Money (and/or Streets).
I know for sure that Spy Sweeper can block some of Money's DLLs
(specifically one related to the EULA - end user license agreement)

Thanks, Cal, I just did that and now have the file in my My Documents
folder. I will burn it onto a CD later and after I get my books
balanced today I may do a complete uninstall/reinstall of both Money
Plus and Streets & Trips 2008. If that doesn't cure the problem I'll
give up on Streets & Trips but keep Money Plus.

Your suggestions have been very helpful. I hope to have this set of
problems resolved, later this evening.

I went to load this an a message came up I needed a end user license
agreement. It never prompted me for this. I do have the code on the outside
of the disk.GREG
