Production & Staging under one account

I have a production account for uploading our data sources etc. When I log
into that account, I do see that there are two sections like "Data Sources in
Production" and "Data Sources in Staging". I recently uploaded a file to
staging under that account. Using the same account information/credentials
and and staging url, I am not able to access the Data source thru my .NET
app. It says either I specified the datasource name wrong or I dont have
access to that datasource and need to upgrade my subscription. I know its not
the first, but here are my questions.
1. To use the datasource which url should I use
"http://service.mappoint.net/standard-30/mappoint.wsdl" or
http://staging.mappoint.net/standard-30/mappoint.wsdl
2. If it is service.mappoint.net, then would the number of hits be counted
against our number of hits we have for production?

You may want to try microsoft.public.mappoint.webservice.
Mappoint is also a local application.
