It sounds like you haven't done all the steps. You need to uncheck
the default setting of "Link to previous" so that the two sections
have different header/footer definitions. Then delete the header
text in the first section. As for the page numbers, you need to use
the Insert > Page Numbers command and choose "Start at" instead of
"Continue from previous section."
You can get step-by-step instructions for these actions by searching
for "page numbers" and "header and footer" in Word Help. Both resulting
help pages include information about dealing with page numbering and
headers/footers across different sections of a Word document.
