Bypassing Firewall for FTP and Telnet Access

I am trying to FTP and Telnet outbound from the ISA
Server. However, if I do not specify the internal firewall
IP address port 21 and 23 are blocked.

All outbound traffic is allowed in the Protocol Rules.
I am able to connect to a FTP server if I specify the
internal firewall IP address using WS FTP.
However, I cannot find a Telnet application that allows me
to specify the internal firewall address.
Does anyone know of such Telnet application or a way to
bypass this? Thanks!
