Can't Change Security Settings in IE7 Internet Zone even as Administrator

Am running WinXp Pro Sp2 with all current patches.

Just today I went to debug an asp.net project in Vs2003. When I hit the
debug button, I get:
"Error while trying to run project: Unable to start debugging on the web
server. You do not have permission to debug the application. The URL for
this project is in the Internet zone. Click Help for more information."

Never had this problem before. Fortunately I remember I have stupidly
installed IE7.
Research shows this happens with IE7 because it changes authentication in
the Internet Security Zone from IE6:

Fix tells you to go to IE7 Tools--Internet Options ---Security---Internet
Zone and change "User Authetication" to "Automatic logon with current
username and password"

Ah, great, no sweat. I got to the Internet Zone. My controls are greyed
out! There is a message:
"Some Settings are Managed by Your System Administrator"

Wait a minute. My account is a member of the adminstrator group. My real
"administrator account" has no privs as it is a shell account to trap
hackers.

NOW WHAT??

I ran into this during beta testing. Here's my fix:

1a. Close all IE windows.

1b. Start > Run > (type in) Regedit > [OK]

2. Navigate to/See if you have the following key...

HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\CurrentVersion\Internet
Settings

If it's not found, STOP;

3. If it's found, select (highlight) the key then look in the right pane: Is
there a DWORD value of "Security_Zones_Map_Edit" or "Security_HKLM_only"
(without the quotes)?

If not, STOP;

4. If so, right-click on the key (in left pane) > Select "Export" & save the
file to your desktop (to back up the key for safety's sake).

5. Now, right-click on the same key again > Select "Delete" > Close Regedit
then reboot your machine.

PA Bear, I had the "Security_HKLM_only" key which I deleted and was then
able to edit my Internet Zone settings per the article I cited in order to
get Visual Studio's debugger to launch a web page during debugging. Thanks
so much.
Are you a "Pennsylvania" Bear, or a "Pa" Bear???
