Finally I solved the problem, or let's say discovered the problem and relation.

I went to add or remove programs, Microsoft frontpage 2003, change, add or
remove features, and I removed the handwriting and speech features in the
Alternative user input under office shared features.

I rebooted, and the skchui.dll are gone, and any other program that is using
it stopped using it, and even without an error msg. Moreover, all the .dll
file in the ink folder were gone.

IE7 workes wonderful now, all office programs works wonderful, and all
programs are ok.

Then I think there is a link between the draw pen tip and IE7 interface(?),
because without this feature added, the skchui is removed, and a conflict
with IE in not there...... Maybe some other office user can tell us whether
he faces the same error or not.
