Euro sign changes to question mark when mail is sent through CDO on Windows 2003?

Hello
i have a strange thing going on.

Recently we moved some sites from a Windows 2000 server to a new
Windows 2003 web edition server.

One site sends out mails via the built in IIS SMTP server

The problem is that mails with Euro signs in it are sent ok on the
windows 2000 server (with CDONTS),
but on the Windows 2003 machine (CDO), the Euro sign (€) is replaced
by a question mark (?)

Has anyone ever seen this behavior?

Even when i put € or € or € in the mail message, all
that is changed to a question mark??

i hope that anyone has a solution for this
