How to configure the Default Web Site?
Control Panel -> Administrative Tools ?

Control Panel -> Administrative Tools -> Internet Information Services

Two points:

1. If you don't have "Internet Information Services" then you probably
haven't got IIS installed, so will need to add that via Control Panel -> Add
or Remove Programs -> Add/Remove Windows Components.

2. I think XP only allows you the "Default Web Site", so don't expect to be
able to add any more.
